Certain glyphs require certain conditions to satisfy, like having a minimum of 25 Dexterity in a particular area on the Paragon Board. Some also require a certain number of Primary Stat nodes to activate, which can be difficult to achieve. Certain glyphs have a radius that grows with each level.
